I.           Call meeting to order at 6:00 pm by Vice Chairman:  Joe Cirillo

(Randy Siver joined meeting at 6:02 pm)

 

II.         Approve January 5, 2017 minutes

III.          NEW BUSINESS 

 

Area variance:  Borrego Solar, (Robert Smullen) 200 W State St Ext., Gloversville, NY    SBL# 134.-1-7

A 200’ setback is required from property lines abutting residential uses.  Request variance of 150’ to accommodate solar array.  (Representing Borrego Solar - C. Dean Smith, Civil Engineer, Borrego Solar)

Mr. Smith gave short presentation illustrating the location of the project, and where the variance is needed.  In order for the project to be feasible, leave more trees on the property to protect the trout stream, and avoid the wetlands, a 50’ setback is requested.  The only residential owner directly affected sent a letter indicating his approval of the project.  He has a house and few barns for storage.  The project will be buffered by trees and fence screening.

IV:  Other Business (if any):  Ryan said that an LED Sign distributor indicated he wanted to meet with the ZBA, for an increase in size of LED billboard, however he has not applied.  Two parcels were returned to the Town of Johnstown, were DOT right of way, on S. Kingsboro Ave.  Just came on tax roll as two separate parcels.  First Choice Financial (FCTCU) purchased one, and want an increase in signage from 300 sq feet to 600 sq ft.  Second parcel may also want the same.  Are in front of the Planning Board, but no application for increase yet.
