I. CALL MEETING TO ORDER:

II. APPROVE MINUTES OF LAST REGULAR MEETING:

III. AMY JONES – PUBLICHEARING ON A SPECIAL PERMIT FOR ANIMAL HUSBANDRY ALONG COUNTY HIGHWAY 131A:
Background:
AmyJones would like to keep two (2) goats and 6-12 chickens at her residence at224 County Highway 131A in the Town of Johnstown. Her property is approximately .86 acres insize (Tax Map Parcel No. 162.-3-2). Mrs.Jones intends to construct a 10’ x 10’ chicken coop and pen and a 20’ x 10’goat pen with an 8’ x 6’ structure in the northwest corner of theproperty.
April 10, 2018 Meeting:
Duringits April 10, 2018 meeting, the Town of Johnstown Planning Board beganreviewing Amy Jones’ Special Permit application. At that time, the PlanningBoard did not ask for any additional information on a revised application.
DISCUSSION: The Planning Board had no furtherquestions regarding Amy Jones’ Special Permit application.
State Environmental Quality Review:
The proposedAnimal Husbandry action is essentially an agricultural farm management practicewithin an Agricultural Use Zone and therefore should be considered a Type IIAction under the State Environmental Quality Review Act.
Public Hearing:
1. The public hearing was openedat 6:05 P.M.
2. Speakers:
Therewas no one to speak regarding Amy Jones’ Special Permit application.
3. The public hearing was closedat 6:06 P.M.
Planning Board Action:
Inaccordance with Section 84-54(B)(9)(a) of the Town of Johnstown ZoningRegulations, the Planning Board shall grant, deny or grant subject toconditions the application for Special Use Permit within sixty-two (62) daysafter the hearing.
MOTION: Toapprove Amy Jones’ Special Permit for Animal Husbandry along County Highway131A.

IV. OTHERBUSINESS:
A. Chairman’s Update:
PlanningBoard Chairman Eric VanAlstyne briefly talked about the availability of grantfunding for the County Airport under NYSDOT’s Aviation Capital Grant Program.
(NOTE: Town Code Enforcement Officer Todd Unislawskiforwarded the grant information to the Fulton County Planning Department.)
B. Code Enforcement Update:
Mr.Unislawski informed Board members that he is still working on getting thelandscaping for the solar project along NYS Route 67 completed.
