Meeting Called to Order: 6:01 PM

6:03 PM: Jack Wilson opened Public Hearing for Tax Cap Over-ride.

Bill Van Gorder (NYMIR) gave presentation to the board of Town Insurance for 2018.

Res. 2017-77: Motion made by Don Van Duesen to accept NYMIR insurance policy for 2018 as presented.

Jim Mraz presented the board with Follow up on Hales Mill Development District and Ossip Farm land.

5:29 PM: Jack Wilson made motion to go into executive session for possible land acquisition.

PUBLIC COMMENT:

Teresa Westover: Questioned why town is raising the Tax Cap? Jack Wilson stated there was $2,028, 000.00 in surplus when he was last in office and now the town is broke. Walt Lane stated the law needed to be passed in case tax cap went over. Teresa Westover also asked the status of the Aspen Water bill owed to the town. Jack Wilson told her he and Walt Lane will meet with Mayor of City of Johnstown and Water Board after Budget time.

Res; 2017-78: Motion made by Walt Lane to adopt Local Law 2 of 2017 overriding the tax cap applicable to the 2018 budget year.

Levy on Lawn Mowing: Attorney Everhart stated bills can be added to 2018 tax bill. Jack will check with county as to how to do this.

Res. 2017-79: Jack Wilson made motion to enter into 2018 snow and ice removal contract with Fulton County for 6.8 miles.

Jack Wilson told the board Meco Volunteer Fire Dept. is asking for a budget increase.

Res. 2017-80: Motion made by Jack Wilson to schedule a Budget Workshop meeting at 4:00 PM and a Public Hearing for 6:00 PM for increase in Meco Fire Dept. Budget. on October 2, 2017.

Tim Rizzo applied for a grant for upgrades to Town Hall for Solar Array, Insulation, Heating, Storage and internet system. Jack Wilson received a call from Jim Tedisco that the town was tentatively approved for $150,000.00. Walt Lane questioned if grant was authorized by the board, and why Tim Rizzo does things on his own. Tim Rizzo countered that he had talked numerous times in the past about grants for upgrades with the board.

Don Van Duesen said he was involved with grants when he was in Gloversville and it is a process with several steps. The Council has to come up with plans on what they plan to do and who is going to do it.

Walt Lane asked what has to be done next. Jack Wilson explained they sent next portion of the application in and now we wait for approval by the state.

Jack Wilson stated Bruce Van Gendron will be at the Budget Workshop to discuss the financial outcome of his audit.

ANIMAL SHELTER CONTRACT WITH BROADALBIN: $3,000.00 Yearly was proposed and according to Jack Wilson acceptable. Leah Everhart stated Broadalbin was given a draft and can make revisions. Walt wants to wait on accepting contract until we hear if Broadalbin has revisions.

Nancy Hart stated Broadalbin DCO, Dale Potts asked that redemption fees on his dogs be deducted from his town’s bill.

New Business:

Jack Wilson stated he had received a resignation letter from Erin Gavin from the BAR. Walt Lane suggested Ed Hinkle be contacted as he may be interested.

Code Enforcer Replacement: There has been one person interviewed and another one is scheduled for Thursday.

Res. 2017-81: Motion made by Jack Wilson to authorize payment of up to 50% of cost of an appraisal report for a potential future land option not to exceed $1,000.00.
