PUBLIC COMMENT:

Bill Van Gorder(NYMIR): Gave update on Insurance renewal for the town

Kelly Bradt: StatedPublic Hearing for Fire Depts. was scheduled for 6:00 PM and was not respectfulto keep them waiting.

Katherine Bradt:Questioned if there was any refund of money due to loss with Lita Hilliar. Jack Wilson stated no money was lost it wasjust poor paperwork.

Katherine also statedwe need Fire Dept. services, but raises can’t be sustained. Need to combine services. Jack Wilson said combination of services isin the works for past 3 years and consultant will be in this year to evaluate consolidation.

6:50 PM Jack Wilsonmade motion to open Public Hearing on Sir William Fire Dept.

Tim Rizzo asked DanSowle what Dept.’s Cash value is currently. Dan stated as of last December 31stit was $152,158.00, but that figure was the budget from the town for theupcoming year and a new truck was purchased.

7:00 PM Jack Wilsonmade motion to open the Public Hearing for Pleasant Square Fire Dept.

Discussion: Tim Rizzoasked about cash Balance currently for Pleasant Square. Anthony Mandeta stated $180,000.00, butexpenses for truck and building repairs were to come out of that.

Tim Rizzo stated iftheir request was approved the town will exceed the 2% tax cap.

Anthony Mandeta statedPleasant Square want a study done before agreeing to consolidation. Don Van Duesen asked if all possible cutshave been reviewed for budget. Anthonystated budget is calculated for mandated updates and necessary buildingupkeep. Tim Rizzo want to approve budgetat what it is currently at ($110,000.00) and if town has money after making upbudget increase at that time. LeahEverhart stated contract must be agreed to by both parties. Walt Lane asked for no increase for 1 year,but Anthony said this might hinder coverage for residents.

Jack stated he wasabstaining from any vote for Pleasant Square as he is a member.

Leah Everhart stated theonly options on the table are to approve the 3 Year, or approve only 1 year ormodify the amount of the contract.

Res. 2018-86: Motionmade by Daryl Baldwin to accept the Pleasant Square contract as presented.

Res. 2018-86: Motionmade by Walt Lane to approve a one year contract at proposed rate of$120,000.00.

Don VanDuesen statedFire Dept. need to review and make further cuts as 10% is too much.

Brando Rowback statedthree – 1 year contracts were proposed. Anthony Mandeta said the 3 yearcontract was open to renegotiation each year.

Anthony Mandeta agreedto review contract again for further cuts.

Leah Everhart statedlong term planning for a multi-year contract is better deal.

Vote was left open oncontract and Pleasant Square members will attend October Meeting.

Motion made by JackWilson to approve minutes of the last Board Meeting.

Highway: Paving at E. Fulton Transfer station toassist county. Town supplied Trucks and Man Power. N. Bush Road paving is done. Truck # 58 was sent out for painting for $7,800.00.

Tim Rizzo: Questionedwhether a comparable was asked for NYMIR quote. Jack Wilson stated they are most reasonable. Daryl Baldwin said itwasn’t necessary, but Don Van Duesen thought would be best to get a comparablequote for next year. Tim Rizzo addedthere is need for Cyber coverage, but Jack Wilson said it can be added later.

Counsel, Leah Everhart,stated Board needs to have Public Hearing for exceeding Tax Cap.

Res. 2018-87: Motionmade by Jack Wilson to hold a Public Hearing for Over-riding the Tax cap at6:00 PM at the next Regular Board Meeting on October 15, 2018.

Discussion: Tim Rizzofeels if town is on target then shouldn’t need to over-ride cap.

Walt said expensesaren’t known yet and motion is precautionary.

Tim Rizzo questionedwhat fund balance was. Clyde Nellisstated would be about $450,000.00 by the end of 2018. Jack Wilson stated Sales Tax revenue was over$30,000.00 increase for 1st and 2nd Quarters and Town hasreceived extra money from Mortgage tax this past year.

Leah Everhart statedthere is a tax assessment challenge on the 2018 tax rolls for 2019 propertytax. The town Assessor and Owner havehad discussions and original assessment of $ 752,600.00 was reduced to$566,000.00 which is agreeable to both the Assessor and Owner.

Res. 2018-88: Motion made by Daryl Baldwin toaccept settlement amounts and end litigation for Paisley Development.

Cleaning Service: Darylcontacted Breezy Cleaning and they aren’t interested. There are 6 new applications and 3 old onesfor the Janitor position. Walt Lane saidJack should hire someone and e-mail board on his decision. Walt also feelsCourt coverage should be a separate position.

Security Cameras forCourt: Judge Palmateer wants total costfor cameras and installation to include in court grant. Todd Unislawski and Don VanDuesen willcontact suppliers they know for quotes. Cameras are needed to cover both parking lots with storage capabilities.No inside cameras needed.

Jack Wilson statedClyde Nellis would like a resolution to write off inventory with less than a$500.00 value. Walt Lane suggested$300.00 limit. Clyde will make list toshow reductions.

Jack Wilson spoke withJim Corbett who wants to know if there is any way to bill current propertyowner in Aspen Hills for overage of water leak. Water District is responsible to cover costs per Leah Everhart and towncan’t just bill a resident when there is no proof of responsibility. Tim Rizzo feels City of Johnstown isresponsible as they had a maintenance agreement.
