PUBLIC COMMENT:

Bill Abel: Told the board the Town is a business and not a hobby and should be run like a business. Wanted to know how many part time employees there were and stated part time employees should not receive benefits. Asked if prior bookkeeper was asked to resign and Jack Wilson answered that she was. Jack stated she didn’t receive any benefits from town.

Jack Wilson stated the comptroller recommends town has $600,000.00 in reserve, but he prefers $1,000,000.00. By reducing the tax rate to where it is now it will be about 10 years before surplus reaches $600,000.00 Bill Abel feels bookkeeper was not the only one that was off on her figures and that if the county raises county tax rate up 14% that the residents won’t be able to afford to live here, where is the money supposed to come from.

Motion made by Walt Lane to accept the minutes of the last regular meeting.

COUNCILMEN:

Don Van Duesen: Want to be sure the 5 year plans from each Department are received by a certain time. Jack Stated January meeting he will have them. Tim Rizzo asked that Jack would have something for Dept. Heads to follow and he agreed he would.

Tim Rizzo: Thanked all residents for input on budget. He feels budget was cut to bare bones and in the upcoming year the tow will begin changes in accounting and procedures to maintain financial stability. The DASNY grant is moving forward and he stated that $7,500.00 would be needed to be held in the Contingency Fund for possible overage of the grant.

Walt Lane: Apologized to the public for circumstances of the town’s financial situation. Walt said changes have been made in the past 2 years and town is not in financial trouble, but needs to be on better ground. He hoped the residents would continue to be involved.

Daryl Baldwin: He explained he ran for his second term in order to work with Jack Wilson, but won’t be running again and would hope other residents would step forward and run to serve on the board.

SUPERVISOR’S REPORT: Explained amount of intake in Clerk’s report was high due to a building permit from C. G. Roxanne as they are planning a big expansion.

$316,312.00 in Sales Revenue

$33,309.00 for town payroll

$63,120.00 for town expenses

$35,097.00 for highway payroll

$43,410.00 for highway expenses

Budget was finalized on November 17, 2017 with a tax rate of $2.64 per thousand which is a 52% increase.

Jack told town attorney of need to get resolution for Cold Veteran Tax Exemption for 2018.

A Street light has been requested by Spring Ave. and Klimas Rd. T. J. Bradt said the area is dark and needs one. Daryl Baldwin says cost is only about $60.00 per year.

Res. 2017-89: Motion made by Tim Rizzo to install a street light at Pole #2 on Spring Ave. by Klimas Rd.

Jack Wilson asked about Kim Livingstone being appointed to the Board of Assessment Review. Possible concerns as her mother, Teresa Westover, is also on that board. Don Van Duesen feels 2 members wouldn’t make a majority vote. Leah Everhart counseled it is not nepotism. Jack stated there are no other applicants. Walt Lane said they aren’t allowed to vote on cases involving relatives or friends so other 3 members would have to be able to vote.

Res. 2017-90: Motion made by Walt Lane to appoint Kim Livingstone to the BAR starting January 1, 2018.

Jack Wilson stated the Ossip Farm appraisal was done and the town’s share was $250.00 and was previously voted on to be done as long as was not to exceed $1,000.00.

Jack Wilson had a request to review Berkshire Water District boundaries and usage. He would like to see the water district expanded and will meet with Fulton County Planning as to where to expand and how far the expansion should be.

Tim Rizzo asked about the sewer district in Meco. Jack stated they need a letter from the City of Johnstown in order to proceed with that and negotiations are continuing.

DASNY GRANT: $7,500.00 need to be committed to the Contingency fund to be used if needed.

Res. 2017-91: Motion made by Jack Wilson to establish a line item in the budget for DASNY Grant for $150,000.00 and to establish a $7,500.00 line item, from Acct: # 1990.4, for covering any change orders associated with the grant.

Jack Wilson proposed moving the January and February 2018 Board Meetings to the 4th Monday of the month as the current meetings fall on a Holiday.

Motion made by Jack Wilson to move the January, 2018 meeting to January 22nd and the February 2018 meeting to February 26th.

Contract between Broadalbin and Johnstown for Animal Shelter use was approved by Broadalbin.

Res. 2017-92: Motion made by Walt Lane to approve contract for animal shelter with Broadalbin and for authorization for Jack Wilson to sign it.

Jack Wilson told the board that Todd Unislawski would be attending his 1st code class next week and the 2nd part would be in December.

T. J. Bradt told the board that FEMA money is still in the works, but looking good that town would receive 10-15 thousand dollars.

Counsel, Leah Everhart, brought up need for SEQRA for the grant application. Tim feels it is needed due to State Aid involvement.

Leah explained SEQRA types and feels no SEQRA is necessary in this case.

Res. 2017-93: Motion made by Tim Rizzo finding that proposed actions under the DASNY grant for Town Hall modifications for energy conservation would be a SEQRA type 2 action pursuant to 6 NYCRR 617.5 (c) (2) and can be done without SEQRA review.

Leah Everhart told the board a Public Hearing will need to be held to renew tax exemption for Cold War Veterans and relieve the 10 year limit.

Res. 2017-94: Motion made by Don Van Duesen to hold a Public Hearing on Local Law for Veteran’s Exemption to be held at 6:00 PM on December, 18, 2017 at the regular board meeting.

Res. 2017-85: Jack Wilson made motion for Walt Lane and Don Van Duesen to go to new councilman training in Albany at a cost of $150.00 each.
