REGULAR BOARD MEETING
JULY 17, 2017

Meeting called to order: 6:00 PM

Public Comment:

Matthew Greco (119 Landon Dr.): Entrance to Landon Dr. needs better lighting. There are 8 houses on the road. Pole #38 at the entrance to the road could be used.

Also requests better signage for Landon Dr., needs speed limit sign and children at play, Road is a cul-de-sac and is being used for a turn around. Children play in the street.

Tom Hart (109 Maloney Rd.): Requests a Special Event permit for Edward Lakata Memorial Scholarship Music Festival. Even is scheduled for 8/12/17 at the Concordia Club 12 PM – 12:00 AM, but will probably be over around 10:30 PM. Will be over 1,000 people attending.

T. J. Bradt stated he will post signs for no parking along both sides of W. Fulton St. from Gloversville City line to Co. Hwy 122, and also no parking on the entrance side of the Concordia Driveway.

Res. 2017-66: Motion made by Walt Lane to approve permit for the Edward Lakata Memorial Scholarship Music Festival with no parking on W. Fulton St. from Gloversville City line to Co Hwy 102 and no parking on the entrance side of the Concordia Driveway.

REPORTS:

Highway: T.J. Bradt heard from the Fire Coordinator that town will be getting FEMA money for the snow storm this past winter. Paving is going okay, some delay due to the rain.

Council:

Tim Rizzo: Had calculations for County Mowing Contract and feels contract should be raised to $26,000.00 in the future or town is losing money. Tim also feels town should be looking into a Professional Manager for the town as there are no plans in place for future years. Town Counsel asked if he wanted a financial consultant or Planner. Jack Wilson stated the past 5 year audit will be completed by Bruce Van Genderon soon and Bruce will come to a board meeting to discuss plan for 5 years forward. Jack also stated he could hire Bruce for several times a year to help with annual reports, etc.

Walt Lane suggested Tim should bring this up at budget time.

Jack stated town will take proactive stance toward finances.

Walt Lane: Question for Ryan Fagan re: a building permit for $1,800.00. Ryan stated owner’s commonly under value their projects, but he will check the figures for error. Walt also stated the property on Rte. 67 West where house had been demolished had an issue with the culvert and water was backing up. He requested State DOT look into it.

Daryl Baldwin: E-mail has been fixed at Town Hall. He suggests switching to Spectrum for Town Hall internet. Town pays Frontier net $100.00 per month for internet at low speeds.

Res. 2017-70: Motion made by Daryl Baldwin to authorize Supervisor to enter into contract for internet service with Spectrum at no more than $100.00 per month.

Shared Service with Broadalbin for Animal Shelter:

Jack Recommended fee of $3,000.00 per year for contract. He will discuss contract with Tom Christopher, Broadalbin Supervisor after Leah Everhart draws up copy of contract.

Property Issues:

Excess tires on Rte. 67. Ryan Fagan got reports from Fire Officers, but Dr. Wilsey, Town Health Officer had tendered his resignation so there is no current Health Officer. Jack will check with county to see if County Public Health Director could be used.

N. Main St. property now owned by HUD and being mowed, but Jack stated neighbors are concerned with water in the basement. Questioned was raised on who notifies tax dept. to add levy to taxes for mowing the property. Walt felt town lawyers did that. Leah will check into it.

Leah Everhart recommended giving reports to property owners before proceeding with a Public Hearing. Tim Rizzo wants owners notified before scheduling a Public Hearing.

Contractor Registration: Original draft from 2012. Local Law written to agree with the state and no alterations can be made to broaden the scope of contractors. Walt Lane feels local registration not necessary as home owners need to be educated about hiring contractors. Don Van Duesen stated he gives presentations on avoiding scams.

Jack Wilson state NYMIR Insurance policy is being worked on and will be increasing slightly. NYMIR will also do training for town for harassment, etc.

State Comptroller’s office has set tax cap at 1.84% for 2018.
