REGULAR BOARD MEETING 
JULY 16, 2018 
Meeting Opened: 6:02 PM 

Present:  Tim Rizzo, Daryl Baldwin, Jack Wilson, Leah Everhart, Todd Unislawski, Nancy Hart, Clyde Nellis, Leader Reporter,
 Teresa Westover, Walt Lane, Beth Mc Neely, Eric Rice, Karen Langlois, Greta Davis. 

 

Public Comment: 

Eric Rice (NYS Parole): Here to talk to the board regarding use of Town Hall for Parolee interviews.  

Use of Hall: Once a week except first Thursday of the month, $50.00 permonth, 4:30 to 7:00 PM, two Officers, 
10-15 minutes per client, use of Court Room and Bathrooms, drug testing. 

Jack requested $100.00 per month and was told this would be okay.  There are two forms to be filled out before they can start. 

Tim Rizzo asked if any signage is needed.  This can be provided if needed for contact people. 

Contract would be renewed annually.   

Leah Everhart, Counsel, asked if there is a written agreement and liability Insurance. 

There is an agreement from Office of General Service. Insurance is covered by the forms. 

 

Karen Langlois: Thanked the Highway for paving Elmwood Ave., but is afraid traffic will now be faster
 so asked for more coverage from Fulton County Deputies. 

Jack stated he has discussedthe issue with the Sheriff already. 

 

Motion by Tim Rizzo to approve minutes of May Regular meeting.

Res. 2018-78:  Motion made by Daryl Baldwin to approve permit for the Edward Lakata Memorial Scholarship Music Festival

with no parking on W. Fulton St. from Gloversville City line to Co Hwy 102 and no parking on the entrance side of the Concordia Driveway.

Tim Rizzo requested the wording of the resolution be the same as last year to include parking specifications.

Jack stated the Personnel records have been updated for County Personnel

and Clyde Nellis is now the town’s representative for matters of personnel paperwork to the County Personnel Office. 

 

Res: 2018-79:  Motion made by Jack Wilson to make the following fund transfers:

Discussion: Majority of increases coming from increase in State Aid Mortgage Tax. 
 Walt Lane asked if two different resolutions of transfers are needed, but Leah stated one is okay.

 Justice Clerks raised to cover wages, and court fees would cover the raise. 

Audit Cont. Exp. Increase to cover Bruce Van Genderon’s services 

Bookkeeper: Increase wages

Safety CEO: Increase to cover Ryan’s wages 

CEO Cont. Exp: Cover Todd’s Training

State Aid increase to adding $44,375 to line item. 

Tim Rizzo questioned why wages are increasing for the year when they were budgeted for during the budget meetings.  
Walt Lane stated there were miscalculations in the figures. 

 

Jack Wilson stated the internet issues were being addressed:  
A new router was needed as the old one was not compatible with Spectrum. 

 

Jack Wilson said the Shared Service Committee is looking for support for County Wide Assessing.  
John Steadneeds 5 municipalities to want to support the county in order to move forward to put it out for Public Referendum.  
Walt Lane was concerned about re-evaluation from years ago, but Jack assured him this was not a re-eval, 
but for the county to take over assessing. 

Tim Rizzo stated that the County Shared Services Committee should have put in writing what they are proposing 
so the Town Board would know what they are supporting. He asked the matter be tabled until such written information could be received. 

 

Res: 2018-80:  Motion made byJack Wilson to support the county looking into changing to County Wide Assessing.

Jack Wilson stated the county is looking to convert street lights to LED. 

Tim Rizzo stated the LED Street lights don’t reflect so will not produce as much light as Halogen.  
Requested Jack ask the county about it and suggested new Halogen lights may be better.  
Tim Rizzo also asked if the street light bill would be reduced by changing to LED.  
Jack Wilson said it would take 5-8 years to repay for lights before a reduction would be seen. 
 Daryl Baldwin stated there are 187 street lights in the town with 100 watt halogen bulbs 
and he would like to know what the new bulbs would bring the rate to. 

 

The Amsterdam Recorder wants to give each child a subscription to their newspaper. 
It will cost $1,200.00 per classroom in Amsterdam schools. The town board is not interested in donating. 

 

Jack said the town Justices are requesting sending Mrs. Van Denburgh to Conference for Justice School on September 17, 18 and 19.  
They also would like security cameras on the outside of the building.  
Will seek a grant to pay for them, but need advice on where to get.  Todd Unislawski suggested DSC Security. 

 

Old Business: 

Walt asked about the tires on Rte. 67. Leah stated DEC is already involved 
and she suggested notifying neighbors to call Sheriff Dept. if they see anyone dumping more.
