The organizationalmeeting of the Johnstown Town Board was held on January 2, 2019 at 2:00 PM atthe Johnstown Town Hall
with the following members present:

RESOLUTIONS:

Mr. Wilson offered the following resolution andmoved its adoption:

#2019-1:

RESOLVED: That the salaries of the following TownOfficials be and are hereby fixed in the annual amounts as follows:

Supervisor/Budget Officer: $16,000.00/$5,250.00

Town Justice: $15,750.00

Councilmen: $2,657.25

Town Clerk: $26,400.00

Longevity Program for clerks $ 50.00 per year, from 1-10 years

(Without insurance) $100.00per year, from 11 years

FURTHER RESOLVED:

That the Supervisor bedirected to pay Councilman their salaries in equal bi-weekly installments atthe Board meetings.

#2019-2:

RESOLVED: That the salary of the Assessor be and herebyis as follows:

Assessor: $37,000.00

Clerk: $14.00 per hour, not to exceed 35 hours aweek and to be shared with the Code Enforcement Officer
and that she acts asthe assessor’s Deputy with a stipend of $1,000.00 annually to be paid biweekly.

FURTHER RESOLVED: Toauthorize Supervisor to pay the Assessor in equal bi-weekly installments.

FURTHER RESOLVED: That the Board of Assessment Review be paid$35.00 per meeting attended for each member,
other than Grievance Day when theywill be paid $60.00.

RESOLVED: That the salary of the Highway Superintendentbe and hereby is $58,110.42 per year to be paid in equal Bi-weeklyinstallments,
and the Deputy Superintendent will be paid an annual salary of$2,000.00 to be paid in bi-weeklyinstallments.

RESOLVED: That the rate of pay for the Highwayemployees be and hereby is paid per the union contract.

FURTHER RESOLVED: That the Highway Superintendent be allowed$700.00 for office expenses.

FURTHER RESOLVED: That the Highway employees be reimbursed perthe union contract for the purchase ofwork boots.

RESOLVED: To appoint Todd Unislawski as full timeBuilding Inspector/Code Enforcer with duties to include chimney inspection,
toattend the meetings of the Zoning, Planning and Town Board, at an annual salaryof $37,500.00 to be paid in Bi-weekly installments.

FURTHER RESOLVED: That Mr. Unislawski be allowed to hire a clerkat a salary of $14.00 per hour not to exceed 35 hours a week,
to be shared withthe Assessor and to act as the deputy code enforcer with a stipend of $1,000.00annually to be paid in biweekly installments.

RESOLVED: To appoint the firm of Miller, Mannix,Schachner and Hafner, LLC to be contracted as Town Attorney for the year 2018
at an hourly rate of $200.00 per hour.

FURTHER RESOLVED: That attorney expenses are not to exceed$50,000.00 annually.

FURTHER RESOLVED: That CaitlinHart is appointed Deputy Town Clerk/Deputy Registrar at an annual salary of$1,000.00.

RESOLVED: That the Town Clerk be permitted to engage aclerk and any assistants at a salary of $14.00 per hour,
not to exceed 35 hoursper week and $29,470.00 annually.

RESOLVED: That the NBT and the Key Bank be designatedas the depositories for Town Funds, and the Supervisor, Deputy Supervisor,
TownClerk, Tax Collector, and Justices shall deposit monies coming into their handsby virtue of their offices in such banks.

#2019-21:

RESOLVED: That the Town renew its membership in the NYSAssociation of Towns for the year 2019 at a fee of $1,000.00.

FURTHER RESOLVED: Thatthe Town renew its membership in the Adirondack Association of Towns andVillages for 2019 at a fee of $100.00,
and to renew its membership in theFulton Co. Regional Chamber of Commerce at a cost of $285.00 for the year 2018,
and pay the NYS Planning Association dues for the year 2019 at a cost of$125.00 or at the 2019 rate
and the Adirondack Park Local Government ReviewBoard for $300.00.

RESOLVED: That the Superintendent of Highways beauthorized to purchase equipment, tools, and implements

for the use of the Townin highway maintenance, construction, re-construction, snow plows or otherdevices

for the removal of snow from the highways without prior approval of theBoard in the amount not to exceed $8,000.00 for 2019.

That the Full Time, regular, employees, andelected/appointed officials be protected with health insurance

and 90 percentof the cost will be paid by the Town, with all enrollees to pay a portion (10%)of their premium costs.

RESOLVED: That the Highway Superintendent be authorizedto act on behalf of the Town in the purchase of any items for sale

by the NYSDOT, the NYS Thruway Authority, the Federal Surplus property, and AuctionsInternational,

and the Town will honor any and all commitments made by him upto $10,000.00, not to exceed the Highway equipment budget.

Election Day, Veteran’s Day, Thanksgiving Day, Day after Thanksgiving andChristmas.

BE IT FURTHER RESOLVED:The same holidays be approved for the Town Hall , Regular, Part Time employeesat half pay.

RESOLVED: That the following provision be provided forTown Hall, regular, full time employees:

Vacation 0-1years 1 week

2-4 years 2 weeks

5-9 years 3 weeks

Three days off for adeath in the immediate family (per policy manual)

One day per month sickleave (may accumulate for up to 60 days)

Time and a half is paidafter 40 hours per week.

BE IT FURTHER RESOLVED:That Part Time Regular Town Hall ‘employees be provided with half the vacationstime of full time employees.

and that the members must attend at least 8 meetings a year and get therequired training.

Discussion: Tim Rizzoquestioned why the town hadn’t looked into other insurance choices for thetown.
Walt Lane explained that it would be brought up for discussion this year.

RESOLVED: That the Supervisor is authorized toreimburse Town Retirees, age 65 and over, covered under MVP Gold
at 100% forprescription drugs and medical expenses unless they were hired after January 1,2019.
