REGULAR BOARD MEETING
DECEMBER 17, 2018
Meeting Opened: 6:00 PM

Present: Don VanDuesen, Tim Rizzo, Daryl Baldwin, Jack Wilson, Nancy Hart, Todd Unislawski, T.J. Bradt,

Kelly Bradt, Clyde Nellis, Teresa Westover, Walt Lane, Leah Everhart,Greta Davis, L. H. Reporter.

Motion made by Don VanDuesen to accept minutes of the last Board Meeting.

REPORTS:

Highway: November verybusy. Currently cutting trees. Road salt coming in, price is $60.91, same aslast year.

Have had some minorbreakdowns only. Looking intoinformation on New Plow Truck for 2020.

Tim Rizzo questionedtruck purchase as this is first he has heard about it.

T.J. Bradt stated he isretiring in April, 2019 so he will leave truck purchase for next Superintendent

and he has no further comment.

Council:

Don Van Duesen: He hasbeen talking with T. J. Bradt on truck that was included in the Town’s CapitalPlan for 2020

and bids will be advertised. Don also thanked T. J. Bradt for his service.

Tim Rizzo: Tim reviewedHighway and Town Hall time sheets for October. There were no requests for timeoff,

no approvals for time off and employees weren’t signing there sheets.

Tim asked T. J. Bradtif the inventory list was handed in. T. J. said he gave it to Jack forNYMIR.

Jack will give a copy to theclerk. Tim questioned the mowingcontract with the county and town

doing three mowings instead of thecontractual two. T. J. Bradt stated he onlymowed 2 roads 3 times

and had no further comment and contract payment wasproper.

Tim brought up newhiring at Highway department and that it wasn’t posted.

T. J. Bradt stated NYSHighway Superintendents can hire who they want by law.

T. J. said he has had numerous applicationsin the past and he hired who he felt was best for the job.

T. J. stated as anelected official he runs the Highway Dept. and he works for the people not theTown Board.

Tim Rizzo questionedwhat county is doing out at Hales Mills as he feels the county is taking over thetown.

Walt Lane said county only workingon Smart Waters currently in that area. Plans Tim saw were for “Vision”

of what a developer could put there.

Tim went over the TownHall upgrades with the board. Backaddition is to have 3 rooms, for court storage,

IT room and outside storageroom. Original plan was for 2 rooms forprisoner holding area and court record storage.

Don Van Duesen stated aPrisoner Holding area would have to meet State Corrections guidelines. T

im said more liability to town to have holdingarea.

Tim said everything isready to go out to bid for upgrade project. Leah Everhart said the board can authorize

Grand Dispersement Agreement(GDA) at this time.

Res. 2018- 101: Motion made by Tim Rizzo to authorizeSupervisor to execute Grand Dispersement Agreement

with Dormitory Authority ofState of New York for project ID 9387, for the Town Hall upgrades,

for grantamount of $150,000.00 under the State and Municipal Facilities Program .

Res. 2018-102: Motion made by Tim Rizzo to authorize theadvertisement of bids for Town Hall upgrades

to be due February 13, 2019 and tobe opened on February 18, 2018 at the regular Board Meeting.

Walt Lane: Thanked T. J. Bradt for his service to thetown.

Walt brought upprojects that need to be completed at the shelter for access to outdoor runs.

Counsel Leah Everhart: Letter was sent out 12/11/18 for septicviolation issue. Septic was installed,but not level.

Code Officer revokedCertificate of Compliance as homeowner must go after Septic Installer to fix.

E-codes update: Clerkasked if the Board wanted a Draft of new printing prior to printing beingdone. Will check for cost.

Res. 2018-103: Motion made by Jack Wilson to make budgetadjustments per proposed schedule.

Jack said he talked toCounty Personnel about Town Hall hours and was told if no complaints then thereis no problem.

Jack Wilson statedNYMIR had added Cyber Security to the town’s policy.

Daryl Baldwin remindedthe board that the I.T. man will be here for January Board Meeting.
