BOARD MEETING
AUGUST 21, 2017

Meeting Called to order: 6:00 PM

Present: Jack Wilson, Walt Lane, Daryl Baldwin, Tim Rizzo, Don Van Duesen, Leah Everhart, Ryan Fagan, Nancy Hart, Cindy Wyzykowski, Teresa Westover, Nadine Abbott, Clyde Nellis, WENT reporter, Scott Henze, Mike Gendron, Jim Mraz.

Jim Mraz gave presentation on Hales Mills Ext. development plans.

Fulton County looking at 10 year plan for the area to increase property and sales tax.

Components: Housing, Retail, Primary Development areas, and Downtown development.

Goals: Market the county, Grow city and town centers, diversify housing stock, and growth and development in primary areas of Hales Mills, Vail Mills, and Tryon.

A 12 inch water line has been completed from Rte. 30
A to Rte. 29. Municipal Sewer project is scheduled for next year. Town of Johnstown has option of widening road to 60 feet now or wait for demand.

Public Comment:

Nadine Abbott: Wants the board to request reduction in speed going out of the city on Rte. 29 West. Increase in Tractor Trailers since bottling plant went in. She has talked with NYS DOT and they need a letter from the Town Board.

Mike Gendron: Wants to put up signage for Berkshire area and needs resolution from the Town to get them.

6:30 PM motion made by Jack Wilson to go into Executive session for possible land acquisition.

REPORTS:

Highway (T. J. Bradt absent) Jack Wilson reported Black Topping is completed and T. J. Bradt had met with FEMA and the final meeting would be next week to determine what monies the town would receive from the emergency.

Council:

Tim Rizzo: He spoke with 3 residents along Rte. 29 W. that want speed reduced. Don Van Duesen lives out there and stated more volume of traffic an issue than speed, but is for lowering the speed limit. Leah Everhart recommends resolution for lowering the speed.

Res. 2017- 72: Motion made by Tim Rizzo to adopt resolution recommending reduced speed limit to 40 MPH on State Hwy 29 from the Johnstown City line to County Hwy 131.

Tim Rizzo presented petitions signed by residents to the Town Board for Anti-Nepotism policy and also installing a unified time keeping system incorporating a Time Clock for town employees.

Walt Lane questioned why Tim Rizzo didn’t bring issues up with the board first before going to get signatures from the public. Tim Rizzo stated he doesn’t feel the board recognizes issues as they should. Jack Wilson stated he has it on his list to revisit the personnel manual for updates next year.

Leah Everhart stated the public can either petition or speak in public session on issues they want the board to handle, but doesn’t mean issues are proposition material for referendum vote.

Jack Wilson stated the petitions are correspondence and public record and will be included in the minutes.

Res. 2017-73: Motion made by Don Van Duesen for Leah Everhart to check into legal issues with town audit.

Discussion: Don Van Duesen figures too many things are being looked at at once and board must prioritize.

Jack Wilson told the board that the Code Enforcer, Ryan Fagan, has tendered his resignation and he want to advertise for his replacement.

Res. 2017-74: Walt Lane made motion to advertise for Code Enforcement Officer in Leader Herald.

Jack Wilson stated the Mang Insurance policy covering the town is going down approximately $2,000.00 for next year. The Second Quarter Sales tax revenue was down $2,295.65, but the years total so far is up about $22,000.00.

Res. 2017-75: Jack made motion to send in request for signage for the Hamlet of Berkshire.

Res. 2017-76: motion made by Jack Wilson to hold a Public Hearing to authorize over-ride of tax cap for the regular board meeting, September 18, 2017 at 6:00 PM.

Jack Wilson brought up the mowing of town lawns that need to be added to the tax levy. Leah recommended town talk with county regarding this. Jack Will talk to county and Gloversville for information on how to proceed.
