PUBLIC COMMENT: Martin McGrath: Asked the Town Board ifanything could be done about the many people going through the stop signs onElmwood and Oakland Ave. T. J. Bradtstated he will put flags over the Stop signs and check on theirreflectiveness.

Kelly Bradt:Says the 4-way stop in Meco needs attention as well. County has been requested to paint STOPacross the road, but nothing has been done. Jack Wilson said he will check intothe matter.

REPORTS:

Highway Superintendent:Wanted to thank his crew for the great job they did this winter. Overtime was about the same as last year, butless salt was used. CHIPS money was more this year so adjustment to the budgetis needed.

Res. 2018- 52:Motion made by Jack Wilson to amend the 2018 budget for DA3501 from $240,024.00to $243,011.84 to reflect the actual amount of CHIPS money.

Res. 2018-53:Motion made by Jack Wilson to accept list of roads as proposed by the HighwaySuperintendent to be put out for bids up to $300,000.00.

FEMA money of $15,382.81 was received. NYS supposed to add additional $5,122.60.

Town of MohawkHighway Superintendent is putting signs up on the end of Melcher St. Ext for notrucks and local deliveries only and would like the Town to do the same.

Res. 2018-55:Motion made by Jack Wilson to place local delivery only signs at Town line toTown of Mohawk line.

Discussion: DonVanDuesen questioned having town law to be able to enforce. Leah Everhart willcheck if Public Hearing is necessary and whatlegalities areinvolved.

The computerused at the Highway Garage needs to be replaced. T. J. Bradt found one atWal-Mart for $279.00 that is sufficient.

Res.2018-56: Motion made by Tim Rizzo tomove $1,000.00 from DA5110.4 to Highway Equipment Budget in order to purchase anew computer.

Highway Crewshave been busy picking up garbage and trimming trees.

Sir WilliamFire Dept. has asked if Highway Dept. can deliver some rubble to back of theirbuilding. Fire Dept. will purchasematerials, but need town for deliveries. T. J. Bradt stated he will spreadrubble himself. The board agreed to helpFire Dept.

Would like tocontact DEC again to meet with Todd Unislawski on tire issue on Rte. 67.

Met with T. J.Bradt on equipment and proposed Capital Projects.

Tim Rizzo:

Hadpresentation for board regarding standard reports for Town Departments, but itwas not included on agenda. Jack Wilson stated this was more for a workshopsession. Tim asked to schedule workshop,but Daryl Baldwin said he is satisfied with current reports and not interestedin changing them. Jack stated presentation can be scheduled for next workshopwhen it is needed.

Asked forresolution to make minimum fund balance amount to be kept in fund balance.Proposed $600,000.00.

Leah Everharttold the board any actions by board need to be on the agenda so public can cometo meetings if they see items on agenda of interest to them.

The remainderof the board stated they aren’t ready to make a resolution for fund balanceminimum at this time.

Tim hasn’treceived any plans on the 1994 building expansion from Todd Unislawski. He intends to ask DASNI to divide grant intotwo phases. One phase to be Solar panels for Town Hall and the Second Phase forrest of improvements.

Insuranceissues: Bill Van Gorder was here to answer questions Tim Rizzo had concerningmissing tractor on policy and also depreciation values. Trucks that are 10 years or newer are insuredfor replacement cost. Tim thinks anytruck or equipment over 10 years old is costing the town too much. Mr. VanGorder explained that the Town sets the values on trucks and equipment and athird party assesses the buildings for replacement. If assessment rates ofequipment are lowered then loss value, if damaged, would be lowered as wellafter depreciation is taken off.

Walt Lane: SandyLane is now Town Representative for Office of the Aging.

Daryl Baldwin:Animal Shelter looks great with new fencing.

Board needs toreview Master Plan and Zoning Changes for Hales Mills area to be sure in goesalong with vision Town has.

8:05 PM JackWilson opened Public Hearing on Master Plan and Zoning changes. Will remain open till next month’s meeting.

Jack stated theelectric bill is being removed from “on Demand” to regular delivery billingwhich should save money.

Tim Rizzo wanted toput on next year’s budget, but Don and Walt both feel updates need to beaddressed as soon as possible.
